They had to dig deep after a Michaela Blyde double gave New Zealand the lead, with veterans Charlotte Caslick and Dom du Toit scoring the seal the win.
The Australians will face the USA in the semis after they dominated France 21-5.
"I've never experienced a game like that," said coach Tim Walsh after the win.
"I think that's the beauty of sport, the unpredictability of it, and then the ability for teams to react and show some character
"It's evidence which suggests that we've got an issue and we need to sort it out."
Discipline once again dominated the game as both sides found their star players set off for high tackles.
Teenage sensation Miller hit Bienne Terita high in the opening seconds in a tackle that resembled Teagan Levi's send-off at the end of day one, with the TMO following suit and issuing the 19-year-old a red card.
The returning Levi has made a name scoring tries in attack, but her defensive work led to the opener as the Australians took a 12-0 lead after five minutes.
However, Levi’s dream return turned into a nightmare when she collected Stacey Wakka high just before the break, issued yet another red card.
Levi was shattered after the incident as the Australians were forced to dig deep in the face of a rampaging Black Ferns side.
Trailing 12 at the break, Michaela Blyde capitalised on the space to nab a double, with the second in controversial fashion after replays seemed to show the ball deflect off her hand before picking it up and scoring.
Needing a spark, once again Bienne Terita was there to step up and deliver, breaking free before offloading to Charlotte Caslick to put Australia in front with two minutes to go.
Dom Du Toit sealed the win with 90 seconds to go after a great turnover from Alysia Lefau-Fakaosilea at the ruck, bursting through to secure the win to the delight of Walsh.
"They're a courageous group, they work incredibly hard and I'm so proud to be able to coach them but then to watch them perform like that, it's really impressive in and of itself," Walsh added.
"I'm just a proud coach after watching that but now, we got to reset and go again (tomorrow)."
