The Australian Rugby Union sets out administration procedures adhering to both IRB regulations and ARU policies. These procedures provide a reference point for all participants and Rugby Bodies in Australia and cover the following subject headings.
Registration
The process of Registration, Insurance and MyRugbyAdmin are interlinked. All participants (Players, Coaches, Officials, Volunteers, etc) must be registered with the ARU in order to obtain coverage under the ARU National Insurance Scheme. A signed ARU membership form and registration on MyRugbyAdmin is a necessity to ensure coverage.

Insurance
All teams competing in competitions managed by the ARU or Member Unions must participate in the ARU National Insurance Scheme.
At the beginning of each Rugby season, all clubs receive information and brochures about the ARU’s Insurance Scheme from Gow-Gates, the ARU’s insurance broker.
Insurance levies are calculated on a per team basis with each club being individually levied for these insurance costs.

MyRugbyAdmin
MyRugbyAdmin is an online management database that improves the efficiency of registration, accreditation and membership communication for everyone involved in Rugby Union.
MyRugbyAdmin provides Clubs with a useful online communication tool to send instant information to their players, coaches and supporters and also provides Clubs, States, Sub-Unions and Referee Associations with their own free website.

Code of Conduct
All Participants and Rugby Bodies are bound by the ARU Code of Conduct.
The Code of Conduct seeks to establish standards of performance and behaviour to ensure that participants act in a professional and proper manner and to ensure that the game is played and conducted with disciplined and sporting behaviour.

Expectations of behaviour guidelines
Rugby Union prides itself on having expectations of behaviour for everyone involved in the game. These expectations ensure that Rugby is played in the best possible spirit and that participants at all levels can enjoy the game.

Player transfers
Player transfers within Rugby Union are subject to IRB Regulation 4. 6 Movement of players between Unions. Particular reference should be made to regulation 4.6.1.
4.6.1 A Player leaving or proposing to leave his Current Union to play in another Union shall not be Registered or eligible to participate in competitions organised, recognised or sanctioned by that New Union until the New Union has received the original version (or a facsimile copy of the original version) of a Clearance.

SmartRugby
SmartRugby is a national, proactive coaching and refereeing program designed to raise the standard of safe coaching practices in the contact elements of Rugby Union.
From 2006, it is mandatory for all coaches and match officials throughout Australia to attend a free “train the trainer” session once every two years and in turn implement the program to all players.
Delivered by qualified presenters, it aims to educate coaches and referees on best practice techniques and help to minimise the risk of injury to all players from the modified game of Mini Rugby to the 15-a-side game.
SmartRugby also aims to increase the level of confidence that participants and their families can gain from their association with the game.
From 2006, SmartRugby will underpin all education and accreditation programs for Rugby coaching and officiating.

Visa options
The visa options that professional sportspeople may apply for is determined by their purpose and period of stay in Australia. The Department of Immigration and Multicultural Affairs has a number of visa options which may be available for this purpose.

Permission to tour
The organisation of matches, tournaments & tours are subject to IRB Regulation 16.
IRB Regulation 16.2 Matches, tours and tournaments below National Representative level stipulates that:
When consideration is being given to a Match, Series or tour involving teams below National Representative level (e.g. Provincial, State, County, District, Club or other Rugby Body) from more than one Union, written permission to arrange such Matches or tours must first be obtained from the Secretary of the organiser's Union, who in turn, subject to permission being granted by his Union, will seek the agreement and approval of the secretary of the other Union (16.2.2).
