Rugby Tours
The organisation of Matches, Tournaments & Tours are subject to IRB Regulation 16.
IRB Regulation 16.2 Matches, tours and tournaments below National Representative level stipulates that:
When consideration is being given to a Match, Series or tour involving teams below National Representative level (e.g. Provincial, State, County, District, Club or other Rugby Body) from more than one Union, written permission to arrange such Matches or tours must first be obtained from the Secretary of the organiser's Union, who in turn, subject to permission being granted by his Union, will seek the agreement and approval of the secretary of the other Union (16.2.2).
The visited Union shall be fully responsible for ensuring the proper administration and control of matches or tours (16.2.4).
Australian Teams Touring Overseas
To gain approval to tour from the Australian Rugby Union, your club/team/school will need to submit the following:
1. Complete and signed ARU Application to Tour Overseas & Declaration by Officials (pdf file - 41kb).
2. This must include a complete Tour Itinerary outlining ALL MATCHES TO BE PLAYED (including age grade of touring team (eg: U12's), opposition team/s, dates, and venues.)
The ARU will then contact the respective National Union(s) within whose territory such match, tour or series of matches is due to take place and request for 'Permission to tour'. When approval is received, the ARU will notify this approval direct to the club/team/school.
Please do not leave this to the last minute, as the process will take some time. Note: If approval to tour is not received prior to the arrival in host country, the National Union may not sanction games to be played in their union.

Overseas Teams Touring in Australia
To gain approval from the Australian Rugby Union for Permission to Tour Australia, your club /team/school will be required to submit the following documentation to the Australian Rugby Union (either via National Union or directly to the ARU):
1. Written approval for Permission to Tour via your National Union (this must be on official National Union letterhead), and
2. A complete Tour Itinerary outlining ALL MATCHES TO BE PLAYED (including age grade of touring team (eg: U12's), opposition team/s, dates, and venues.)
Only upon receipt of the documents as outlined above will the ARU contact the relevant State Union(s) within Australia for their approval.
If the State Union(s) have no objections, the ARU will sanction approval for Permission to Tour and send confirmation (in writing) to your National Union (and the club/team/school if submitted directly to the ARU).
Please do not leave this to the last minute, as the process will take some time. Note: If approval to tour is not received prior to the arrival in host country, the National Union may not sanction games to be played in their union.
